Microsoft Snipping Tool is not available in Windows 7 Home Basic as well as in Starter. The first thought come in my mind is that there is very little difference in Windows 7 Home Basic and Premium version still these little features were not available in Home Basic version.
The two foremost features which every user wants to be in Windows 7 Home Basic & Starter Pack is Snipping Tool and Sticky Notes.
